Why is my cactus not blooming?

I'm not sure what kind of cactus it is but the tag said that it was supposed to bloom through December and early Spring but it hasn't. I left it outside last year for about two days but then it turned brown and black on one side so I took it inside. I think it's a Stovepipe cactus but it has only one stalk and it has tall little slivers going from top to bottom on the cactus with spikes on them. I hope that gives enough information about my cactus to say if it actually blooms at all!
