Would this be a good BCS format in the NCAA?

Eliminate the pre season polls, and let each time start from their finishing ranking of the year before(ex. if USC finished 1 they should start as 1, if Miami finished 15 they should start 15) and instead of all the polls, just have 1 poll so the top 10 get in the BCS..either 1 vs 2, 3 vs 4, or games to best suit the interest in fan ratings...despite the conference or whatever, just everyone in the top 10 gets a BCS game...would that work? tell me why it would and wouldnt work
