I am 20. Can I still do online traffic school for a Los Angeles County Glendale Courthouse traffic ticket?

Basically, it reads that juveniles or minors without a permit cannot do online traffic school. I'm not sure if this means that juveniles without a permit cannot do online traffic school or juveniles in general cannot do online traffic school
