How do I contact Hutch India - finance to get 5k Rs of ISD deposit? Call center & hutch shops are not helping!

I had paid 5000 Rs refundable deposit to Hutch India (Maharshtra) for my 9823355163 post paid connection. I got it disconnected and gave written request at Pune hutch shop for ISD deposit refund. Its been more than 2 months now. They are saying, they have sent a cheque that I never got. I asked them to give a new cheque at Bangalore address but they don't give any commitments. In fact the contact person at Hutch shop doesn't even pick up the calls. What do I do now?
